Billings is of European American, African American, and Native American descent; she was born in Illinois into a multicultural household. Billings’ interest in theatre was encouraged by the fact that her father, Robert Billings, was a music instructor at Los Angeles Harbor College and the musical director for the Los Angeles Civic Light Opera.
